Chapter 11 - THE LEDGER

The blanket contained a memory card.
Tiny.
Hidden inside the stitched hem.
Agent Brooks opened it on an isolated federal computer.
There were hundreds of files.
Names.
Dates.
Payments.
Judges.
Doctors.
Administrators.
Contractors.
Police officers.
Not all were criminals.
Some had simply been manipulated.
Others had been paid.
A few had spent years deliberately making children disappear on paper.
Victoria Crane's name appeared everywhere.
So did Franklin Hale's.
Daniel's appeared too.
He hadn't lied about his involvement.
But his name stopped appearing two years earlier.
That was when Melissa escaped.
Michael had apparently convinced Daniel to begin secretly copying records.
He hadn't been brave enough to expose Victoria publicly.
But he had eventually helped build the case against her.
Then Agent Brooks found the final folder.
PROJECT EMMA.
It contained everything.
Caleb's twin sister had never died.
She had been taken because Victoria needed leverage over Daniel and Melissa.
For thirteen years, Emma had been raised under different identities.
Moved whenever anyone got close.
Michael found her three years earlier.
That discovery triggered the attempt on his life.
But he survived.
Melissa helped hide him.
Together, they spent years building evidence.
“Why didn't they go federal?” Rebecca asked.
Brooks stared at the list.
“They didn't know who they could trust.”
I understood.
Because two federal contractors were on the ledger.
So were three state officials.
And one former prosecutor.
Then Brooks found a video file.
Michael appeared on screen.
The recording was six months old.
“If Laura is watching this, something has gone wrong.”
My hands covered my mouth.
Michael continued.
“I'm sorry.”
He looked exhausted.
“But I need you to understand something.”
“Victoria isn't protecting a business.”
“She is protecting a secret.”
“The network started before she joined Mercer Child Services.”
“It started with her family.”
“Her father created the first illegal placement system forty years ago.”
“Victoria inherited it.”
“She expanded it.”
Michael leaned closer to the camera.
“And Emma Mercer is the witness who can destroy everything.”
The video ended.
Caleb stared at the blank screen.
“My sister knows?”
Brooks nodded slowly.
“She may.”
My phone buzzed.
A message.
Unknown number.
One photograph.
Michael was tied to a chair.
Melissa stood beside him.
Alive.
Behind them was a girl.
Twelve years old.
Dark hair.
Hazel eyes.
Caleb stared at the screen.
He didn't need anyone to tell him.
“Emma.”
Below the photograph was a message.
BRING THE LEDGER.

OR CALEB LOSES HIS FAMILY TWICE.
